I suspect you mean that 18 people a day die waiting for an organ transplant as stated in your original question instead of 18 per year as stated in your follow-up.
A simple plan that would make organs much more readily available would be to pay the families of individuals for their loved ones organs. Pay the families the same amount doctors would charge to implant such organs.
This would have the effect of prompting people to specify that their organs be used when they die. They could see some benefit for their loved one in addition to the benefit of those needing the organs.
Right now I wouldn’t donate any of my organs following my death because I see it as a one-way gravy train for doctors who charge exorbitant rates but act like they are so dedicated to saving lives. BS! They are dedicated to making money.
When all doctors charge a standard $500 for implanting an organ, I will specify that my organs be harvested following my death.

I am all for stem cell research as long as it does not involve unborn children.
One thing I find interesting is that when a person dies, if they have not specifically said they want their organs transplanted, then others assume they don’t. Quite frankly I think it should be the other way around. Most people just simply do not take the time to think about this and then make it known to others. So unless someone specifically says, I don’t want my organs transplanted, then we should assume they do. Asking families is a mistake too. Most families do not even talk about this, so how can we be sure that the wishes of the family are not their own personal wishes and not that of the person who died?
I agree with one of the people above who referenced the money doctors are making off this. There should be a “reimbursement” if you will to the family of the dead person given the fact the doctors do charge an extremely high amount to do this.
One comment made above I do NOT agree with is those with the money should get the organs. How cold hearted is that? There is no way some rich old fart should get a kidney before a young kid if the kid has been waiting longer than the old person. Which brings up another subject….should not the young get the organs before the old? Life expectancy is greater for the young and most likely the old have abused their bodies. Why do they deserve a second chance before an innocent child? I realize even the old have families that love them and there are those cases where through no fault of their own they need a transplant. The needest gets them first is the most fair…money should have nothing to do with it unless you are talking about doctors paying for the organs.
Truth be told, I am really surprised we do not see more advertising on T.V., billboards, radio, etc., getting people to at least talk about the subject and then making an effort to get it down in writing.
But then even that might now work as there are tons of parents out there that do not have a Will designating who their kids should go to in the event of their death.
Conclusion is people do not want to think about death.
